Frederick Named Head of FOP
Officer Lewis W. Frederick was installed president of the Coral Gables Fraternal Order of Police and architect Tyrus Tripp president of the FOP Associates Sunday at a barbecue held Sunday at the pistol range. More than 250 City officials, policemen, their families and friends attended the installation. Frederick succeeds Sgt. Franklin F. Brooks, who was installed as vice president of the FOP. Officer Robert L. Arko was installed secretary-treasurer; Thomas Quirk, conductor; William J. Just and Harry J. Herndon, guards. Mrs. Vicky Renegar, chaplain; Capt. Robert J. Crittenden, state trustee; Sgt. Webster E. Preston and Officer Harvey A. Davis, local trustees. Tripp had served as acting president of the FOPA during reorganization. First vice president is Francis Le Vigne; second vice president, Phil Croteau, secretary-treasurer, William Wedderspoon. Inner guard, Norman MacDonald; outer guard, James McClelland; conductor, C. City Indicates It Will Restudy Rules About Retirement
A new look at the City's retirement mechanism is indicated following Monday's City Commission conference meeting. The Commission asked City Manager L. W. Robinson Jr. to study procedures about possible changes. The recent retirement of Lt. Harry Bell and extension of Lt. Floyd Neff in the Police Department has been the source of undercurrents. Both officers had similar records. Under the law, the Commission cannot interfere with the administrative responsibilities the city manager once policy is set. The Commission recently discussed changes in policy after the celebrated Capt. Floyd Brasher case, but in the end made no changes except to indicate that they favored retirement over extension wherever feasible. The new look will be toward the training of replacements for persons coming up for retirement in the next few years. Brasher sued the City and won after he suffered a heart attack following several extensions on retirement. He claimed service - incurred disability. The City lost under the State's presumption law that holds that in the case of police and firemen, disability is presumed to have been service-connected. Several employes are coming up or are past retirement. They are Harley Pittman, public works director, Feb. 1; Lee Davis, transportation director, April 1; Neff, April 1; and Roy Harvin, truck driver, Clyde H. Wiggins, purchasing agent, and Mrs. Jessie B. Lewis, of the same department.

Gables Asks More Time For Change
Coral Gables' request for another delay in merging its fiscal year with that of Metro is under study by County Manager Irvin McNayr. The Metro Commission received the request Jan. 9 and turned it over to McNayr for his study and recommendation. Coinciding fiscal years are required in the present Metro charter which governs Dade County. The proposed change would require Coral Gables to change its fiscal year from July 1 to June 30 to a year beginning Oct. 1 and ending in September. Last week, the Gables City Commission asked the Metropolitan Charter Review Board holding a public hearing here for the same change in the charter.
