Cop turnover not high SM city manager says
By EDWIN KNIGHT Staff Writer Allegations made last week that the City of South Miami Police Department had a 100 per cent turnover in sworn police officers last year are "not substantiated in anyway", according to City Manager Jack Present. The charges were made by former South Miami police Officer Raymond Bullock in a statement over a Miami radio station "in what appears to be an attempt to discredit what is probably one of the finest police departments in Dade County," the city manager added. Bullock resigned from the city's police department in April after being denied four days leave. Bullock, after his resignation was accepted, appeared before the city's council at its May 4 meeting and made several charges against the police and the city's administration. The council requested a written report on the accusations, which the city manager distributed to the council and the press Tuesday night, May 18, although the lack of a quorum prevented the council from meeting in formal session. Bullock also appeared at the May 18 council meeting and, later, spoke to a radio station WIOD newscaster about the South Miami police department. Bullock is alleged to have said that there was a 100 per cent turnover of sworn police officers in South Miami, which the city manager took strong issue with this week. "... the truth is that in the past year and a half, nine sworn employes, or 22 and a half per cent, have left the City of South Miami, and of that number, five left for a better position," the city manager pointed out. City Manager Present further explained that one became a police chief in a Broward County municipality, one left to enter the priesthood, one accepted a position with the University of Miami security services, which included free educational privileges, and one accepted a better paying position as an investigator with the state attorney's office. One of the men, Raymond Chisolm, resigned while under investigation by the state attorney's office, one left while on medical leave, one was terminated because of medical problems which, once resolved, will enable him to be rehired to maintain a satisfactory performance during his probationary period and one resigned of his own volition. In an additional five-page statement, the city manager answered each of Bullock's charges made at the May 4 meeting, which included allegations that Bullock was with the department for about three years and did not receive any merit raises. According to the city manager, Bullock was employed by the department approximately nine months as a desk officer and three years and 10 months as a police officer. During this time, Bullock received two merit pay increases, on March 11, 1974 and on Feb 10, 1975. The city manager also brought out that if there is dissatisfaction within the police department, he would like to know about it.
