Gainer pits higher wages against personnel requests
The Coral Gables City Budget for 1976-1977 proposed by City Manager J. Martin Gainer asks the Police and Fire Departments to relinquish requested extra personnel in exchange for cost of living salary increases. Adjusted to eliminate extra federal and hurricane disaster funds not shown in last year's budget, the 1976-1977 budget is about $9,000 less than the 1975-1976 revised budget. The Police Department had requested 16 additional employes and Gainer, in his proposed budget, allocates money for only five. One of the requests Gainer denies in the proposal is for an extra youth resource officer to serve Coral Gables High School. He also suggests that "consideration by given to reassigning the Youth Resources Officers to patrol duty." Though he predicts this will not be a popular decision, Gainer says, "I submit that it is not the City's responsibility to provide security officers in the public schools ..." The Fire Department requested 14 additional positions and only two are approved. "If all 30 new positions requested by the Police and Fire Departments were budgeted, it would cost approximately $284,752 — not including fringe benefits," Gainer states in the proposal. "It was my thought that the need for new positions should be tempered against the need for a pay adjustment," he explains.

The total city budget proposed (without listing federal CEDA employ- ment or hurricane disaster funds) is $14,439,011. Last year's proposed budget was $13,916,924 and with a $531,805 increase during the year, the final 1975-1976 revised budget totaled $14,448,732. — ERICA MEYER
