She signed and supports passage of Governor Reubin Askew's constitutional amendment on financial disclosure and its expansion to municipal officials through the Citizens Bill of Rights. MASTER PLAN-Bev Phillips fought to get the best master plan in the United States, and is fighting to protect it. ZONING-Bev Phillips has led the struggle to bring honest zoning to Dade, and to preserve a decent environment for our citizens. Bev Phillips led the fight to block the back-door pay raise for Metro commissioners. This extravagant increase would have raised commissioners salaries by more than four times-from $6,000 a year to $27,000. Dade voters supported Bev Phillips, and defeated the increase at the polls by better than four to one.
