Blount Confirms Bad News: Most Taxes Here to Double

50 Parcels Are Studied For Effects By MAURICE LABELLE Times Staffer Metro should open a blood bank if it plans to go through with the 1961 tax reassessment program, Thomas C. Blount, Coral Gables tax assessor said Tuesday. A study of 50 parcels of land and buildings indicate a doubling of taxes for many residents, Blount said. Blount qualified his remarks by saying that he would have to see the entire county tax roll for Coral Gables before he could give a complete appraisal. BIG BOOST But based on the 50 representative samples from various areas of the city, and including apartments, businesses and industries, the indication is for a big boost for most residential property owners and some cuts for others and downtown businesses. "It's going to be rough," Blount said. "I don't feel the load should be shifted to the homeowners from hotels on the beach. "If residential is going to stand on its own two feet then business should too." HALVED STILL BIG Blount pointed out that even by cutting the present millage from $41.25 per $1,000 assessed valuation to less than half, or $20 per $1,000, a large increase results. A home valued at $10,000 with a $5,000 homestead exemption paid a tax of $206.25 under the $41.25 millage rate, Blount points out. But using the $20 figure, the tax becomes $300 because the homestead exemption effect is proportionately less on the double valuation of $20,000. Some of the candidates indicated during the recent political campaign that they would seek a postponement from Metro on application of the new assessments. Budget Time Coming Count Your Dollars, City to Ask for Them

The yearly struggle with the City of Coral Gables budget is scheduled to get under way April 17. City manager—department heads huddles will lead off the quest. The city manager is scheduled to present a $3 million' plus budget to the new City Commission on May 31. The Commission will then have approximately four weeks to come up with the answers. The 1961-62 budget is adopted between'July 11-25 after a June 23 public hearing. Last year's budget totalled $3,197,385 — a jump of more than $150,000 over the previous year. A surplus of $37,000 from this year's budget is already committed for next year, said Finance Director Kenneth Allyn. More than $10,000 of this amount will go to repay the fire station loan and the rest in the reserve to repay the same loan. This overage is far short of the $165,000 carry over in the 1960-61 budget, Allyn pointed out. But, on the other hand, Allyn said, the Commission will have more than $300,000 surplus from paying off tax participation certificates.
