Stymied, City Mulls Next Slum Move Building Owners Refuse To Make Ordered Repairs
The City of Coral Gables' program to eradicate substandard housing in the Negro area has bogged down. City Manager L. W. Robinson Jr. is studying the next step in forcing the property owners to bring their property up to standard established in the Minimum Housing Standards Code. F. B. Marshall, director of building and zoning, reported recently that many of the property owners have made no effort to effect repairs and have ignored instructions to improve their property. The substandard property lies in McFarlane Homestead, blocks 1A, 2A, 3A, 1B, 2B, and 3B, and lots 58 through 72 in Coconut Grove Warehouse Center. "It is the intent to get the area now being processed in better condition before attempting additional areas," Marshall said in his report. Under the law, the city has the authority to vacate dwellings found to be substandard and either condemn buildings found to be beyond repair or deny occupancy permits until they have been brought up to the minimum standard acceptable. Two dwellings have been condemned and removed. Repairs are underway in 50 dwellings and the rest are either in an acceptable state of repair or no start has been made on needed changes. It is the latter which have raised the ire of the city. Special financing arrangements have been worked out to help hard-pressed property owners.

City Excuses Violation On Condition
A business established before necessary permits had been acquired was approved by the Coral Gables Zoning Board recently. The board voted unanimously to permit the operation of a real estate business from a small building just west of the Coral Gables Times. Owner, Delio Cruz, agreed to cease operation whenever another building is constructed in the front of the same lot. Cruz had been granted an occupational license but the violation was discovered when he applied for a sign permit.
