Taxes Going Up Slightly; Budget, $5.9 Million

The document got its first going over by the City Commissioners last weekend at Key Largo where the Commissioners holed up for some prolonged work. Finance Director Kenneth Allyn and Robinson accompanied them. The final budget won't be ready until after public hearings July 9, 10 and 11. The increase in spending is $560,164 from the fiscal year ending June 30, 1962. However, the City is spending in 1961-62 about a quarter million dollars more than budgeted, making the new budget's actual increase about $300,000. Non-departmental expenditures account for the largest hunk of the increase, amounting to a hike of $111,533. This brings this section of the budget to a total of $721,551. Added costs of electric power for the street lighting program, street improvement program, insurance costs, contingent fund and greater pension and social security costs are cited for the balance. Ad valorem taxes are expected to bring in 47.1 per cent of the $5.9 million revenue. The increase in taxes results from an effective tax millage increase. This came from thorough doubling evaluations while reducing millages by less than half. Millage this year is 19, but will go to 10 in the next tax go-round. Debt Service, 1.79 mills this year, will be .94 mills. Special Benefit, now 1 mill, will be 1/2 mill. Opearing levy will be 8.56 compared to 16.21. Main reason for the increase? Loss of revenue — surpluses eaten up, reserves depleted, lien funds spent. In short, years of deficit spending have caught up and the day of reckoning has come, according to Allyn. More bad news: Taxes are likely to increase further next year. "Santa Claus is dead," said Allyn. They'll be no general increases in the new budget. The only changes provided for are the normal step increases. Those having reached top pay steps are frozen there. Robinson plans for capital improvements include a new park on the Granada Golf Course, $10,000. Mid-block lighting program will get an additional $14,000. Acquisition of additional land for the Youth Center, $9,000. Another $5,550 is proposed for the Youth Center and playground equipment and a shelter at Sunrise Park, $1,400; $5,000 for Pierce Playground equipment; $1,690 for Jaycee Park; $620 for Washington Tot Lot; and $1,875 for Salvadore Park. The Fire Department budgeted at $413,039, will get three new men to help maintain the present fire rating of Class III. This is a $20,599 increase. Seven new men are budgeted in the Police Department over the current budget and payment for four new cars up that appropriation to $646,887, Up $62,638 from that. Added manpower will help fill the juvenile bureau gap and add two full time men to the police waterway patrol. Acquisition of 20 new "garbins" for use in picking up commercial trash is expected to improve this service. The City's advertising and publicity operation, boosted by approximately $40,000 in last year's budget to $141,000 is in a state of flux over proposed changes involving the PGA golf tournament and economic development committee. Not included in the budget, but financed by a $1 million bond issue, are the new $400,000 library, Salvadore Park tennis pro shop, $22,000; SS-9 Sanitary sewer district, $487,000; street improvements, $164,000; Granada Golf Course pro shop, $80,000; and Blue Road Bridge, $22,000.

Police Nab Bus Station Many Men At

This week Judge Spooner cracked down hard with more 60-day sentences for two more, Charles Albert Aubert; 41, 1326 NE First Ave., and Robert E. Armstrong, 433 NE First Ave., after he dropped unnatural and lascivious charges from all seven defendents. Stephen R. Frazier, 44, 6031 SW 44th St., was fined $505. Stanley Mintz, 27, Brooklyn, N.Y., $505. Paul E. Weedon, 8485 Bird Road, $355, with $150 of the fine suspended. Robert B. Benson Jr., 35, Everglades City, $405 with $100 suspended. One of the defendants, Herbert Louis Evans Jr., 46, of Miami Springs, agreed to undergo psychiatric treatment. Twelve men defendents are scheduled to be tried next week. Eschevarria, 36, 152 SE Third St. Russell Oliver Norris Jr., 40, 997 SW Le Jeune Road, John Bernard Muldowney, 38, 10518 SW 14th Ter.; Michael Wancio, 42, 1882 SW 14th Ter.; Ronald Charles Zingaro, 23, 301 SW 20th Rd. George Francis Carl, 34, Palm Beach, Leonard S. Goldstein, 31, 4050 SW 98th Ct.; Gustave Arencibia, 28, 2370 SW 17th Ter. and Glenn Elmer Sparks, 25, 6460 SW 43rd St. In addition, Franklin Wesley Stack, 43, 3232 SW 24th St., was charged with improper conduct upon a juvenile.

David Tackles Arithmetic As Easily as Football
