Open Split Develops Between Chamber and Mayor Searle
The Chamber of Commerce and Mayor Robert Searle are split over the Chamber's role in two important boards here. The disagreement may kill the effectiveness of both groups. The Chamber is refusing to appoint its allotted members to either the Advertising Advisory Board or the Economic Development Committee. President Al Jacobson, in a letter to the City, said: "If the City Commission will spell out the duties, responsibilities and authority of the members of the Economic Development Committee and Advertising Advisory Board in specific terms, we shall be glad to urge qualified men to consider appointment. "However, on the basis of an indefinite understanding on the basis of your recent interpretation of the advertising and public relations department ordinance, the Executive Committee will decline the opportunity to make appointments and will take appropriate action to pursue these activities independently." Jacobson said qualified men won't serve "unless the city delegates authority commensurate with responsibility to both boards." The breach goes back to last fall when the Mayor appointed a commercial development group of his own. It was never said by him, but widely felt, that the Chamber had not met its responsibilities in the area. When the Chamber protested what it regarded as a usurpation of its function, a truce was arranged, but it proved of only six or eight months' duration. Next came a hassle with the Advertising Board. Its members, many prominent in Chamber activities and two of the five specifically appointed by the Chamber, had always considered themselves as autonomous in their area. When the paid staff man, Bert Burris, and the Board disagreed, the matter went before the City Commission which unequivocally backed Burris. Resignations were quickly prepared by Board members and then withheld as a settlement was sought. So far, the City has shown no willingness to change its stand. Neither has the Chamber nor the Advertising Board altered theirs. The Economic Development Committee was recently proposed by Mayor Searle. It included City appointees and an equal number from the Chamber. It was obviously constructed to salve Chamber feelings, although as it turns out, the Chamber is having none of it. Still to be seen is whether the City Commission itself will approve the Mayor's Economic Development idea. It will take some dollars to do the job and appropriations require the Commissioners' approval.

To Many Things Chamber's Guide A Complete List
A Buyer's Guide — the first to be put out by the Chamber of Commerce in 16 years — was delivered this week. The first printing — 1,300 — went to member merchants and other members, according to Manager Lee Smith. A total of at least 5,000 will eventually be printed, Smith said, with time out for additions or deletions at the halfway mark of 2,500. Free copies of the guide may be obtained from the Chamber at Aragon Avenue and Galiano Street between 8:30 a.m. and 5 p.m. "We're having a tremendous reception on this book," Smith said proudly. The number of requests coming in may exceed the printing, he said. Final cost has not been determined. Prepared by the staff of the Chamber, the guide has a glossy green cover, pictures of downtown Coral Gables, University of Miami, Doctors' Hospital, Gulf Oil Corporation building, City Hall, FHA building and parking facilities, furnished by the city. The 34-page publication also lists off-street parking facilities, City and Chamber officials and lastly a list of all 583 Chamber members, their owners, addresses and telephone numbers. Why a guide? The idea, Smith said, is three-fold: —Let the people know who the Chamber members are. —Promote inter - member trade. —Present the consumer with a classified list of member merchants.

McKiever of Elliott and McKiever Insurance Agency received the Swigart Award as Agent of the Year from the Florida Association of Mutual Insurance Agents at their 25th anniversary convention at Hollywood. McKiever is a Gableite. * * * Richard C. Clark, formerly manager of transportation for Pacific Gulf Oil Ltd., Tokyo, has been transferred here where he will be manager of transportation for the Western Hemisphere Extraterritorial Area of Gulf Oil Corp. Clark joined Gulf in 1958 as a transportation analyst in the Pittsburgh general office. He has been in Tokyo since January. * * * GLEN SPENCER For Glen H. Spencer, it's a return to where he began his Gables career. He's the new vice president and manager of Philbrick's Coral Gables Funeral Home, 837 Ponce de Leon Blvd. He succeeds Wayne Vickers who becomes general manager of all Philbrick chapels. Spencer joined Philbrick's in 1941 and took a leave of absence in 1942 to go into World War II. Until last week, he was manager of Combs' Douglas Road mortuary. The Spencers have a son, Raymond, who is a student at Columbia Union College, Takoma Park, Md. * * * GRASER Merle Graser, an assistant vice president of City Bank of Coral Gables, will attend a two-week bankers' course at Rutgers University, New Brunswick, N.J. beginning Monday. After sessions in 1963 and 1964, plus extension work and a thesis, he will graduate.
