Coral Gables Tightens Up Controls Over High Rise Buildings

Coral Gables is going to have more control of future proposed high rise buildings. The City Commission Tuesday passed on first reading an ordinance putting strong clamps on future procedures for the permitting of multiple story structures after a two-hour discussion on ways of controling the buildings. Introduced by Commissioner Robert Searle, the bill stipulates a building may not be more than three stories unless: 1. There is a public hearing. 2. Property owners within 500 feet are notified of the public hearing. 3. Advertisements are in a newspaper of general circulation in the area of the public hearing. 4. A four-fifths vote of the Commission is required if 20 percent of those at the public hearing object to the building. 5. A high rise building planner may not reapply for the building for a year once he is turned down. 6. Guides and standards for the building be instituted. Both Sides The bill seemed to suit both sides of the high-rise controversy who turned out in numbers at the Commission meeting to see that justice was done. Representing the objectors to the high risers was attorney Franklin Parson. With the majority of the spectators behind him, he pleaded for the ordinance or a referendum putting the question to the people about whether they wanted more control on high rise buildings. Opposing Parson was a group of attorneys representing city merchants who asked that the city Charter not be changed in an effort to control high risers. At one point in the meeting, the question boiled down to whether the buildings were to be controlled by a chan-- in the city Charter or by an o..dinance. The ordinance won out.
