Commissioner Al Jacobson said the "bill of rights" — which will appear on the voting machines by its title only — would be an intrusion by the county into city business. "I think it won't be effective and will just be a fraud on people," said Jacobson. "I think it's just a ploy to get Steve Clark re-elected. "If the amendment were an automobile advertisement, the Ralph Nader people would be here hitting Steve Clark over the head," Jacobson added, "I sponsored the resolution and have been working hard to get it approved," said Clark. "There is no political gimmikry involved at all. I don't need to do anything like that to be re-elected." The financial disclosure portion of the amendment would go beyond the state law, which requires only that key elected officials disclose sources of more than 10 per cent of gross income. The Metro proposal apparently covers more levels of local government than the financial disclosure requirments proposed under Gov. Reubin Askew's Sunshine' Amendment, to appear on the general election ballot Nov. 2. The sunshine amendment would cover statewide elected officials, legislators, the judiciary, county commissioners, school board members, elected property appraisers and tax collectors. According to the governor's office, the legislature would have the choice of adding municipal officials to the list. Dan Paul, attorney and author of the Citizens Bill of Rights, said Dade County officials would not be included in Askew's amendment because Dade is a home-rule county.
