Candidates for Dade's Metro Commission

District Four Allen Charlie Allen, 32, of Biscayne Park, is a Metro Commission District 4 candidate and vice president of a film production company. A Biscayne Park commissioner, Allen is a Dade native. He has twice been elected to the Dade County Democratic Committee and is in his second term as treasurer of the Dade Democratic Party. He is a former mass communication instructor at the University of Miami, where he received his B.S. degree and did graduate work in finance and economics. He amd his wife, Susan have a daughter, Jennifer. Ferguson Thomas Ferguson, of 11175 E. Golf Dr., is a contender for Metro Commission in District 4. Fisher Joseph S. Fisher, Jr., 19, a student at Miami-Dade Community College, is a candidate for Metro Commission in District 4. Fisher graduated from North Miami Senior High School, and currently is majoring in political science at college. He hopes to transfer to Florida International University to complete his studies. Fisher's college activities include Operation Student Concern, an organization specializing in social work and internships within the community, including rap sessions in local junior high schools. He is also active in St. James Catholic Church's community activities. An outdoorsman and a lifelong North Dade County resident, Fisher is single and resides on South River Drive. Hanken Isadore Hanken, 61, a retired Civil Servant, is a contender for Metro Commission District 4. A retired U.S. Army officer, Hanken is a graduate of Pennsylvania Institute of Criminology. He is a private detective, and advisor on hunter safety, a lecturer and Realtor. Hanken served on the Community Advisory Board for Miami Police in 1973. He is active with American Legion, Boy Scouts and Sun State Hunting and Fishing Club, of which he is a past president. He is currently on the Board of Governors of the Zoological Society. Hanken lives in Miami Shores. McMahen Mickey McMahen, 65, a former New York police officer, is a candidate for Metro Commission District 4. An ex-prize fighter and a former detective for Pennsylvania Railroad, he served in the U.S. Navy in 1943. An active memeber of American Legion Post #67 and Holy Family Church, he is currently in his second year at Miami-Dade Community College, majoring in political science. Formerly he attended Catholic University. McMahen is married with four children. Rubenstein Sandy Rubenstein, 52, a former mayor of North Miami, is seeking election to retain her post as Metro Commissioner, District 4. Appointed to the commission in May, 1975, by Governor Askew, Mrs. Rubenstein has been active in local government organizations since 1950. She is currently Executive Director, Dade County School Administrators Association and a member of Miami Urban Area Transit Study. From 1973 to 1974, she served on the League of Women Voters of the United States Organizations Committee, and was formerly president of the Dade County League. A 32-year resident of Dade County, she has also served with the Public Health Trust, the Urban Health Trust, F.I.U.'s Women's Institute, the Community School Coalition and the Dade Youth Planning Council. Shack Ruth Shack, 45, of NE 110th Street, is a Metro Commission District 4 candidate and a former school board aide. A trustee of the Metropolitan Museum and Art Center, Mrs. Shack has been chairperson of Third Century's Education Committee, a founder of the Rape Treatment Center and a YWCA Board Member. She's been active with the Mental Health Association's Child Abuse Task Force, F.I.U.'s Women's Institute, the Community School Coalition and the Dade Youth Planning Council. A graduate of Barry College with a master's degree in Urban Sociology, she is married and has three children.

District Five

Morgan Daniel Morgan, 62, recently retired from 10 years service with the Dade County Port Authority, is a candidate for Metro Commission District 5. A retired Colonel in the U.S. Infantry, Morgan is a graduate of Command and General Staff College, U.S. Army. He also attended University of Maryland. A 15-year resident of Dade, Morgan worked for the Neighborhood Youth Corps from 1965 to 1966. He worked for three years with Cuban Children's Program. Ruvin Harvey Ruvin, 38, a practicing attorney in Miami Beach, is seeking to retain his seat as Metro Commissioner, District 5. From 1968 to 1971 Ruvin served as Mayor of North Bay Village and Chairman of Environmental Crimes Advisory Board. He chaired and re-organized the South Florida Regional Planning Council. He has served as Director of Dade County League of Municipalities and is the first person from Florida to attain membership on the Board of Directors of National Association of Regional Councils.

District Six

Arnet Jay Arnet, 55, owner of a wine warehouse and a local store specializing in imported coffees, is a candidate for the office of Metro Commissioner District 6. He attended Northwestern University and was formerly in the life insurance business. His civic activities include membership in the Tiger Bay Club and the South Dade Chamber of Commerce. He is a former Executive Officer for Life Insurance Industry and the author of two books. He and his wife Muriel have a son, Neil, who attends University of Miami Medical School. Redford James F. Redford Jr., 55, is a candidate for re-election to Metro Commission District 6. Elected to the Commission in 1974, Redford is chairman pro tem of the Committee for Sane Growth. He served as a member of the State Pollution Control Board for 1971-72 upon the request of Governor Askew. Redford is a graduate of Admiral Farragut Academy in New Jersey, U.S. Merchant Marine Academy and the University of Missouri Journalism School.
