Candidates, issues abound

From Page 29 those running for the Legislature is: Would you vote for imposing a state personal income tax? Those who fear the potential wrath of the voters blurt out "no" almost immediately. But many candidates have given the matter considerable thought. "I'd have to be convinced there was no alternative," one House seat hopeful said. "If the people were clamoring for more in services and we'd cleaned up the majority of tax loopholes that currently exist, I'd have to be for it." Government services do have to be paid for, but there are alternatives to taxation. Gambling, either the casino-type or a state lottery, is one such alternative. But most candidates are saying the same thing about gambling: "A lottery? Well, that wouldn't be too bad. I mean, it would almost be like legalizing bolita and the state would just get its fair share. "But casinos? No, I don't think so. WHERE WELLINGTON ROLLE STANDS . . . ON GOVERNMENTAL REFORM: I support and will work toward improving the concept of Metropolitan Government. I believe the role of Metropolitan Government is to provide all the citizens of Dade County with those public services that are area-wide in nature or which particularly benefit from central administration on an area-wide basis. ENVIRONMENT: I am willing to be guided by research, but I do not feel that research should be allowed to interfere with a job that needs to be done. I favor placing wilderness areas which are in jeopardy in a nature bank as an investment in happiness for future generations. CRIME: The citizens of Dade County must be made safe now from murder, rape, beatings and robbery. This will require more than fierce-sounding slogans and dramatic gesturing and picture taking. I favor specific private and public action programs, including the bolstering of police and court effectiveness. This should be achieved with coordination among local agencies, the state and the Florida Legislature. EQUAL OPPORTUNITY: I believe in the fundamental principle set forth in our Declaration of Independence that all citizens stand equal under the law and that the basic goal of law is, and must forever be, liberty and justice for all. I will oppose any artificial barrier based upon race, nationality, sex, religion, color or background, which denies equal opportunity, stifles talent or destroys the human dignity of any citizen. GOVERNMENTAL COSTS: I will work toward reducing Dade County's very high administrative costs. I will also work hard to improve Dade County's public-be-damned attitude. Dade County can minimize its cost involved with performance of the tax assessment function while easing the pain to the taxpayers' pockets. The people of Dade County are sick and tired of the mounting cost and waste in government. MASS AND RAPID TRANSIT: I have always supported a proper system to meet our current and future transportation needs, but I do feel that genuine research necessarily becomes a measure of the job that needs to be done. In my view, Dade County DOT has yet to put priorities on moving traffic or people. And past transit information suggests interpretations which only appear to be supported by the data made public. Mass and Rapid Transit in Dade County has a certain pork flavor. SLUMS: We must become more deeply concerned about slums which spawn the frustrations and hopelessness that encourage stealing and other criminal conduct. Presuming common agreement of the need to develop effective efforts, both public and private, to rid our entire community of these conditions; it presses hard on a sensitive nerve to realize such glaring omissions in an otherwise improved master plan. JOBS AND INDUSTRY: I recognize the need and wholeheartedly support imaginative efforts to alleviate what has become a very critical situation in many respects. I share the concern of consumers about rising costs, unemployment and other urban evils. Private business must play an increasing role in solving these problems. SENIOR CITIZENS: I will urge that we mobilize our community resources toward helping our senior citizens. I am very concerned that this is not the case today. I am confident that I can provide the kind of leadership that will bring new enrichment of life to those who have retired. MORALITY: There is a great need in this community to develop a stronger moral climate — one which will encourage purpose and integrity. Of course, individual morals cannot be engineered by government — or legislated. But morals do legislate. I think the people of Dade County have every right to expect each person in a position of leadership in government to set an example of morality and excellence. I SUPPORT re-establishing The Charter Review Board in the interest of better government. Prudent men and women should be able to respond to needs as they develop. I SUPPORT improving salaries of Metro Commissioners. BLACK POLITICAL LEADERS: The failure of black political leaders to agree on a common candidate does not derive from their inability to identify black interests among overall concerns. The absence of a consensus is rooted in a clash of ambitions and a conflict among many competing private agendas. Facing ambiguity and the portents of this County Commission contest are at best ambiguous — everyone is inclined to saddle up his own mount.
