Education is key local, state issue

There are two basic solutions to the discipline problem, according to campaigners, and they conflict greatly: One, a return to basic schools, teaching meat-and-potatoes subjects, establishing a dress code, expelling malcontents and unmanageables; the other, injecting more counselors and psychologists into the system, getting teachers to "entertain" as well as teach, to make school a total life experience, not just a gaggle of diagrammed sentences and mathematical equations. On the money side of the problem, there aren't, in many instances, enough books to go around, enough supplies for in-class work, enough well-equipped, well-built schools. The answer to the discipline problem seems to be moving in the direction of a return to basic schools. Candidates say solutions to money problems are, the sales tax (again) and/or lopping off school system administrators and their attendant bureaucracy. Auto insurance You just read those two little words and you're upset again. Relax, rates will go down slightly when a new state law lowering required minimum liability coverage goes into effect Oct. 1. But there's no guarantee the insurance companies won't apply for a rate hike Oct. 2, and, as has been frequently the case, be granted their request. And therein lies the root of the problem, many candidates say. The state yields too readily to the insurance companies and doesn't go out of its way to check the books of those firms. Most campaigners for the Legislature are advocating increasing the state's auditing staff and instructing same to make close, thorough examinations of insurance records. "They couldn't be losing money and still be doing business," the reasoning goes, "and we don't check closely enough or often enough to even know what the companies' profits look like." That sounds like a relatively simple panacea, but there is another idea being kicked around on the "please vote for me" circuit: get Florida into the auto insurance business. See next page
