Dade County 'Bill of Rights' is on Sept. 7 ballot.

On the premise that "government has been created to protect the governed, not the governing," a proposed "bill of rights" amendment to the Metro Charter will appear on the Sept. 7 ballot for approval by Dade County voters. There are 16 "rights" on the Metro proposal, as summarized below: CONVENIENT ACCESS: Every citizen has the right to transact business with the county and municipalities, such as registration and voting and required inspections, with a minimum of personal inconvenience. TRUTH IN GOVERNMENT: No county or municipal officer or employe can knowingly furnish false information on any public matter nor knowingly omit significant facts when giving requested information to the public. PUBLIC RECORDS: All audits, reports, minutes, documents and other public records of the county and municipalities must be open for inspection at reasonable times and places convenient to the public. MINUTES, ORDINANCE REGISTER: Minutes from county commission and municipal council meetings, plus an ordinance register showing the votes of each member will be made available to the public not later than 30 days after the meeting. RIGHT TO BE HEARD: Any interested person has the right to appear before any county or municipal agency on any issue which pertains to that agency. The issue will be scheduled for the convenience of the public and an approximate time slated. NO UNREASONABLE POSTPONEMENT: Any matter posted on the agenda of a county or municipal meeting cannot be postponed without good cause. RIGHT TO PUBLIC HEARING: A requested public hearing shall be held by any county or municipal council, commission or agency on any significant policy to be issued by it which is not subject to subsequent administrative or legislative review and hearing. NOTICE OF ACTION AND REASONS: Prompt notice, accompanied by the grounds for denial, must be given for any denial in whole or part of a request by an interested party of a county or municipal body. MANAGERS, ATTORNEYS' REPORTS: The county manager and county attorney and each city manager and city attorney must periodically make public a status report QUARTERLY BUDGET COMPARISONS: The county manager shall make public a quarterly report showing the actual expenditures during the quarter just ended as compared to one quarter of the proposed annual expenditures set forth in the budget. BUDGETING: Before the first county meeting, the county manager shall prepare a budget detailing the proposed cost of each individual program ADEQUATE AUDITS: A summary of an annual audit of the county and each municipality conducted by an independent certified public accounting firm shall be made public. REGIONAL OFFICES: Regional offices of county administrative services shall be maintained at locations for the convenience of the residents. FINANCIAL DISCLOSURE: County and municipal elected officials, candidates for such offices and designated employes must file financial statements and keep them current. REPRESENTATION OF PUBLIC: The commission shall try to provide representation of the county and its residents on any issues presented before state and federal regulatory bodies
